Such was the amount of security that an agent had to be dispatched to Hurt's home and supervise his viewing of the screenplay, before leaving again with the script. Director [[Steven Spielberg]] urged Hurt to look to the character of [[Wikipedia:Ben Gunn (Treasure Island)|Ben Gunn]] from [[Wikipedia:Robert Louis Stevenson|Robert Louis Stevenson]]'s [[1883]] novel ''[[Wikipedia:Treasure Island|Treasure Island]]'' as stylistic inspiration for Oxley.<ref name="TCMoIJ">''[[The Complete Making of Indiana Jones]]''</ref> Across the early development of "''Indiana Jones'' 2007" before its eventual release as ''Indiana Jones and the Staff of Kings'',<ref name="FS" /> Oxley was set to appear in the game as both a friend and a potential rival of Indiana Jones. Situated in [[Istanbul]], [[Turkey]] by the time of the game's events, the designers considered Oxley as a possible competitor with Indy over [[Staff of Moses|an extremely valuable artifact]] that [[Professor]] [[Charles Jacob Kingston]] had left behind.
