Victor, an Alsatian intelligence agent for the Allies based in Istanbul, was working with Indiana Jones and other spies in 1918 when they learned that their group had been infiltrated by a double-agent known as the Wolf. During a meeting, the men all gave a reason why one of their counterparts could be an enemy agent and thus unable to be trusted. Stefan, the real Wolf among them, pointed out that as an Alsatian, Victor's loyalties were divided between France and Germany.
In 1935, Short Round overheard that the person he called Uncle Wong, a German diplomat in Shanghai, was to be visiting relatives in Alsace so he decided to make use of the man's car while he was away.
