Chon Li was a Chinese crimelord seeking to expand his influence and wealth. Consistantly protected by six bodyguards, and frequently in the company of Tiger Eyes, Dr. Ho, and Mr. Lu, Chon Li had a hand in several illicit practices including gambling, the opium trade, slavery, prostitution, fencing goods, and protection rackets.

Even into his late forties, Chon Li was still agile despite his heavy build, and could keep his voice calm even when angered.

The Heart of Glass relic from the Samoan Islands, fell into the possession of Chon Li's mob in the early 1930s when the shipment carrying the artifact to San Francisco was intercepted.
