A so-called "Mad Arab" was the author of the Necronomicon.
Behind the scenes[]
The Mad Arab Abdul Alhazred is a fictional character from H.P. Lovecraft's Cthulhu Mythos referenced by the Close Encounters of the Random Kind feature of Shadis which listed ideas for players of The World of Indiana Jones, where the Necronomicon is cited as an example of how such artifacts could also be applied to other Earth-based RPGs such as Call of Cthulhu and Chill.
With the magazine feature itself being an unlicensed Indiana Jones source, albeit one which used the brand with permission, and being drawn from a different franchise altogether, the Mad Arab's bearing (if any) on the wider Indiana Jones continuity is dubious at best.
