Captain Phillip James[1] Blumburtt was an officer in the Eleventh Poona Rifles, a cavalry unit stationed in Allahabad during the waning years of British rule in India. Among other duties, Blumburtt's company was responsible for patrolling Pankot, and in 1935 he helped disband a resurgent Thuggee cult from Pankot Palace.
