Segar was a German U-boat captain and the quartermaster to The Sea Witch in 1939. He taught Bill Lawton's mutineers to pilot a Grey Wolf submarine, but when the Sea Witch was revealed to be alive, he turned on Lawton. However, Lawton shot and killed him. He was replaced by New Jersey Jones as Lawton's first mate.
