I have a strong feeling that stuntman Bronco McLoughlin played the Thuggee assassin. Not only do they look very similar facially but I found a link here that shows a Thuggee robe from the movie.
The info on the page says that the label inside the robe reads "BRONCO" for Bronco McLoughlin, who worked on the movie. Since Bhasker Patel and Moti Makan played all of the other Thuggee Guards, it is very likely that Bronco played the assassin.
